Today we are, without exaggeration, at a very crucial stage of modern history as a 20-year transition period in world affairs draws to a close before our eyes, a new coordinate system emerges, the basis for a polycentric system of international relations gets shaped, and a multi-polar reality takes root at all levels. Perhaps the clearest sign of this was last year’s formation of the Group of Twenty.
